Constraints on Economic Growth targets, Inter-governmental competition and the Provision of Basic Public Services

Abstract:
Based on the provincial panel data from 2007-2017, this study aims to examine the impact of economic growth target on the provision of basic public services and the moderating effect of inter-governmental competition from the dual perspectives of the scale and the preference of basic public services expenditure. It is found that under the constraint on economic growth target, local governments will scale up expenditure on basic public services, but will still show a preference for lesser public services, and inter-governmental competition will reinforce this effect. Heterogeneity studies show that under the constraint on economic growth target, the scale of expenditure on basic public services increases in the eastern region of the country, while the economic target setting in the western region has an obvious negative effect on its basic public service expenditure; the economic growth target featured with"soft constraint"is conducive to increasing the scale of expenditure on basic public services and reducing the negative incentive to preferable expenditure on basic public services. The spatial effect study shows that the setting of growth target not only has a negative impact on the spending preferences for basic public services in the region, but also has a significant spatial spillover effect on neighboring regions. For this reason, it is necessary to set compatible economic growth target, motivate local governments to invest in public service projects with long-term benefits, and adopt different assessment strategies for different regions in order to increase China's supply of basic public services in a balanced manner.
Promotion or Repression Caused by Local Industrial Policy and Enterprise Leverage

Abstract:
In the context of implementing supply-side structural reforms, this paper examines the impact of local industrial policies on corporate leverage by using Chinese listed companies and their macro data sets from 2007-2017. Different from the existing research, in addition to considering the relationship of "local industrial Policy-enterprise leverage ratio", this study also includes the local government behavior into the above path. It is found that industrial policies can effectively suppress the level of corporate leverage, significantly reducing short-term leverage, but having relatively limited effect on long-term leverage; according to the classification of enterprise attributes, the specific role of industrial Policy varies. From the perspective of the impact mechanism, industrial policies can reduce the short-sighted bias of enterprises, weaken their financial arbitrage incentives, alleviate corporate financing constraints and reduce the uncertainty of corporate environment, all of which are conducive to reducing the leverage level of enterprises. In particular, appropriate local government incentives are conducive to local industrial policies to restrain the level of corporate leverage. In view of this, the term structure of corporate leverage and the effectiveness of the transmission of industrial Policy mechanisms should be fully considered; the incentive system should be adjusted to enhance rationality and effectiveness of industrial Policy from the perspective of government behavior.
The Effect of Leader Humor on Employees' Feedback-seeking Behavior: The Mediation Role of PROmotion Focus

Abstract:
Based on the regulatory focus theory, this study explores the influence of leader humor styles on employees' feedback-seeking behavior and the mediation role of PROmotion focus as well as the moderation role of employees' locus of control. Empirical results indicate that leader humor has a significant impact on employees' feedback-seeking behavior; affiliate humor is positively correlated with employees' feedback-seeking behavior, while AGgressive humor is negatively correlated with it; PROmotion focus mediates the relationship between leader humor and employees' feedback-seeking behavior; the employees' locus of control play a negative role in moderation between leader humor and PROmotion focus. This study enriches the researches of the mechanism for leader humor.

Abstract:
Based on the cognitive-emotional-behavioral model, this paper explores the impact mechanism of socially responsible human resource management on employees' innovative behavior from the perspective of labor relations. It is found that social responsible human resource management have a positive impact on employees' innovation behavior; person-environment fit and job satisfaction play a role of chain intermediary.When companies conduct socially responsible HRM practices, there is a certain extent of effect upon similar person-environment fit and individual will be satisfied with this effect, thus stimulating their creativity. The objects of CSR activities should not be limited to external stakeholders only; companies can stimulate employees' innovative behaviors by establishing a mechanism for matching individuals with the internal environment through SRHRM practices. This study provides theoretical and practical guidance for SRHRM practices and mechanisms to promote employees' innovative behaviors, and suggestions for the innovative development of enterprises from the perspective of human resource management.
Spatial Differentiation and Promotion Potential of Agricultural Eco-efficiency in China

Abstract:
The global super-efficient SBM model was used to measure the agricultural ecological efficiency of 30 provinces in China from 2001 to 2015, and to examine the spatial differentiation and potential for improvement of agricultural ecological efficiency in China. The results show that the agricultural eco-efficiency in China is generally low, but it is on the rise on the whole; the agricultural eco-efficiency of the eastern and western regions is higher than that of the central region, and the polarization characteristics become more obvious; the degree of the stratification of the three regions for the spatial differentiation of agricultural eco-efficiency is less than 30%, and the degree of the stratification of factor efficiency hierarchy for the spatial differentiation is more than 60%; excessive input of agricultural machinery power and planting area, and excessive agricultural carbon emissions are the important causes for agricultural ecological inefficiency. Therefore, regional agricultural eco-efficiency can be synergically enhanced by avoiding waste of agricultural machinery power, promoting land rotation and fallowing, and strengthening the control of agricultural carbon emission.
E-commerce, Poverty Alleviation and Rural Revitalization: Role and Paths

Abstract:
Poverty alleviation is consistent with the goal of rural revitalization, and e-commerce, as an important means to promote rural development, can promote the effective connection of poverty alleviation and rural revitalization. The promotion effect of e-commerce on poverty alleviation and rural revitalization is verified respectively, and then a conditional Markov model is constructed to explore the role of e-commerce influencing the connection between the two. It is found that e-commerce has a significant effect on poverty alleviation and rural revitalization; in different stages of poverty alleviation and rural revitalization, e-commerce can significantly affect the transfer effect of poverty alleviation and rural revitalization, and the net transfer effect of e-commerce in different market environments is significantly different; e-commerce mainly affects the state transfer through three paths of human capital, social capital, and material capital, while the three paths significantly affect families who are relieved of light, moderate, and high levels of poverty.
On the Delimitation of Data Rights and System Construction of the Protection and Utilization of Data under the "Calabresi-Melamed Framework"

Abstract:
The delimitation of data rights is the core of data protection and utilization in the big data era, but it hasn't been regulated in China's current legal system. It is essential to identify and distinguish the data rights and interests in the procedure of data processing. Through the analysis of the different rights and interests of data, it can be concluded that there are personal data within personality right owned by individuals, and derived data within property right obtained by data processor, and public data within public interests regarded as public goods and controlled by government. Based on the notion of the effect of data rights protection as the core, "Calabresi-Melamed framework"is employed to construct the protection and utilization rules, including the data property rules to divide the data interests in the procedure of data processing, and the liability rules to promote data utilization and to realize remedy, and the regulation rules to establish regulating norms, restrictions and penalties for conduct.

Abstract:
The Internet Unfair Competition Practice(IUCP), typically the traffic hijacking and the software interference, is not merely wrongful harms within the sphere of internet, but also an innovative way of competition to improve the utilization efficiency of information resources. This new type of competition in the bilateral market with a characteristic of information property privatization have impact on evaluation model of competitive harm led by the traditional harm-reduction model, which is better suited to adopt an evaluation model of competition efficiency oriented by competition efficiency. The model of competition efficiency requires judges to adhere to legal evaluation with a modest law, which upholds the spontaneous efficiency of the markets, to promote effective market competition based on the reduction of transaction costs, and to avoid preconceived inertia that interferes with market freedom and innovation.
Has China's Critical Illness Insurance Improved the Situation of the Vulnerable Groups: Case Studies of the Elderly and Low-income Groups

Abstract:
Based on sample data of health insurance from selected cities, with a focus on the elderly and low-income people, an empirical analysis was conducted to determine whether critical illness insurance has improved the protection status of vulnerable groups. It is found that, as an important mechanism for preventing residents from falling into and returning poverty due to illness, critical illness insurance has significantly contributed to the utilization of medical services and upgraded their reimbursement level, while the amount of out-of-pocket expenses(OOP) and their economic burden have not been effectively reduced, and there is an upward trend in the incidence of catastrophic expenditures. It may be the rapid increase of medical costs outside the scope of policy, the unreasonable setting of the threshold for critical illness insurance, together with the youth-oriented tendency of the incidence rate of critical illnesses that might contribute to the unexpected findings. To solve the problems, it is argued that the definition of "critical illness"should be redefined by considering both the disease types and the amount of medical care expenditure, to expand the scope of expenditures with the policy, to target on the disadvantaged groups accurately to set differentiated deductibles, and especially to control effectively the unreasonable increases in medical expenses.
